Don't they already do that? Isn't the consequence of that rule that they try to find ways to spend more money this year to have better budgets next year? Is Congress really going to micro-manage all that & do a better job? I doubt it.

Uh, the lack of jobs was one of the main drivers of this. If jobs were available, this would not be happening.

Do the Gingriches of the country think this is really a case of jobs going unfilled because college-educated kids are turning up their noses at paying work? Or does "job" mean something else here?

Neither. Gingrich is just playing political rock'n'roll, using an old familiar motif to get the crowd dancing. "Get a job" is to "Conservative" "discourse" as an old blues lick is to guitar rock. It doesn't have to have any meaning, it's a shibboleth identifying him as one of the "right side."

Give him four days, he'll be blaming Obama for unemployment.
