No, actually, this makes an orky kind of sense. Pubbies see regulations & taxes as punitive, or at least as noxious burdens; as offenses against business that decent upstanding citizens don't deserve. But hated baby-killers? Well, the Supreme Court may not let them outlaw abortion, but that doesn't mean they can't regulate it especially hard to discourage it. And if the feminists whine that they're punishing clinics, the Pubbies can say, "Oh, no, this is just responsible regulation,"--though I suspect most will just admit they are trying to discourage abortion.
